Title: Systems Analyst - (Mainframe)
State of MD
Location: Annapolis, MD
Duration: 3 years

 Systems Analyst resource:
Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline or three years of equivalent experience in a related field. A Master's Degree is preferred. A Master’s Degree in one of the above disciplines equals one year specialized and two years general experience.

Eight years of computer experience working independently or under general direction on complex application problems involving all phases of systems analysis.

Five years of demonstrated experience with FILE-AID, Expeditor, Mainframe, IMS, CICS, COBOL, z/OS, OS/390, TCP/IP, FTP, SQL, TSO, AS400, VSAM, COBOL400, DB2, ORACLE 10g (and above), LU6.2 and Sockets in providing programming support.

Two years of experience in court case management preferred including:

Case initiation (filings, motions, orders, warrants, documents) and support of activities based on these filings; automatic court appearance notification process; commissioner/clerk/courtroom processes (scheduling and concluding hearings/trials, disposing of charges/issues warrants, setting bail and posting bonds, automatic recording results of the court); case disposition and post judgment processes; generation of court case management statistics and working reports; court accounting processes.

Excellent verbal and written communications skills with the ability to document and verbalize ideas to both technical and non-technical employees.

Position Requirements/Skills required
Work activities for the District Court Criminal System:
                                                            
·       Provide lead support in analyzing mandated law changes and the effect new legislation may have on existing District Court applications 
·       Provide lead support in analyzing District Court requests for modification to existing legacy applications, and production issues
·       Develop requirements and level of effort for all programming requests 
·       Develop detailed specifications, test plans, quality assurance plans, unit testing, system testing, and user acceptance testing for all District Court Criminal program modifications
·       Ensure programming code is developed according to technical specifications and meets programming department standards
·       Provide technical assistance to programmers during all stages of the SDLC
·       Provide ad hoc reports as required for outside data requests on criminal information.

Work activities for the District Court systems, including Civil, Criminal, and Traffic, with Data Migration Project- Data Stage (Phases I & The II):

·       The creation of Oracle tables, the
·       Addition of indexes
·       Loading and cleansing of data

Work activities for the CJIS/MJIS Circuit Court Reporting System:

·       Assist in production problem solving and support
·       Analyze and coordinate CJIS/MJIS system changes
·       Modifying the Criminal Repository reporting process in support of the CJIS Interface Re-engineering project    
·       Modify CJIS/MJIS reporting as required by the legislature                   

 Work activities for the migration of CJIS data (CJIS) to Oracle 10G:
                           
·       Analyze and document the data and processes to provide project manager with information vital to the placement, editing, and extraction of CJIS data to the new data warehouse environment
·       Automate the reporting of Prince George’s County’s ACS System
·       Modify the Criminal Repository reporting process in support of the CJIS interface Re-engineering project                                 .

  Work activities for the District Court Bench Time System:
 ·       Assist in production problem solving and support
·       Analyze and coordinate Bench Time system changes 
Develop level of efforts for proposed legislative bills to provide input for fiscal notes.

o   3 examples of work assignments that the candidate has completed that are similar in size and scope to this TORFP.  Each must include:
o   Name of organization
o   Contact name, title and phone number
o   Type and duration of the contract
o   Services provided, scope of contract and performance objectives satisfied as they relate to this TORFP
o   Whether the proposed personnel are still providing these services, and if not, why not
