The most important attribute would be for the person to have experience with the product Oracle AERS (Adverse Event Reporting System), it is a COTS product that FDA is customizing to become a system called FAERS (FDA Adverse Event Reporting System). It is replacing a legacy system called, not surprisingly, the Legacy AERS System. Examples of the Business Analysis activities include:

Business analysis planning and monitoring, including developing approach, determining stakeholders and planning the requirements management process;
Requirements elicitation, including preparation, conducting meetings, documentation and validation;
Requirements management and communication, including problem tracking, baselines, signoff, traceability and change control;
Requirements analysis, including organizing, prioritizing, modeling and verifying and validating requirements;
Solution assessment and validation, including evaluating solutions and transitioning from existing to new solutions; and
Test Planning, to include documenting test cases and test outcomes associated with the project and implementing strategies to ensure delivered system meets user requirements.

Our client's requirements for the person to support these activities are as follows:

Extensive experience eliciting, analyzing, documenting and communicating business process and user requirements for specific projects.
Mastery of advanced requirements elicitation techniques and a comprehensive knowledge of requirements models.
Experience working with users to re-engineer business processes, prioritize and scope functions to be included in initial operating capability (IOC) and subsequent releases in an iterative project development environment.
Oracle AERS experience is required.
Experience in data migration activities is a desirable asset, but not required.
