Position: Senior Project Manager
Location: New York City
Duration: 9+ Month
Rate     : DOE

MUST HAVE:  
-         Vast Management experience in: Healthcare industry, Telecom, Data Architecture, Infrastructure and Application Development
-         Strong Familiarity/experience and working knowledge of EDI transactional processes as they relate to healthcare
-         Documents deployment model and implementation plan.  Updates Enterprise Architecture to reflect newly deployed artifacts
-         HIPPA ASC X12 5010Project Management

JOB SUMMARY

The position is accountable for overall success of the implementation of the HIPAA ASC X12 5010 project. This includes responsibility for defining, implementing, managing and completing gap analysis, planning, communications and overall project execution. The position manages activities of internal and outsourced teams with all aspects of the project and alignment with the overall schedule. Responsibilities include establishing project plans, tasks, setting deadlines, determining resource allocation/utilization, monitoring and summarizing progress, and identifying and optimizing resources across teams.  

ESSENTIAL DUTIES 
Initiation
§  Work with Business Sponsor to develop project scope document and high level business requirements.
§  Develop master project work plan and resources required to support the plan
Communication
§  Develop and maintain detailed work plans regarding the development and execution of all necessary internal and external communications
§  Establish and lead communication meetings with executive sponsors, team members, and other stakeholders as needed
Issue and Risk Management
§  Document, monitor, and work aggressively to resolve issues and risks identified by all team members
§  Actively develop and adjust issue and risk mitigation plans as the project progresses
§  Escalate to the Business Sponsor those issues and risks that require Steering Committee and/or Senior Leadership involvement
Status Reporting
§  Develop and implement weekly project status reporting process
§  Oversee delivery of the weekly project status report provided to Project Sponsors and Stakeholders
§  Report project status as needed on an ad-hoc basis
§  Monitor actual monthly spending against plan/budget and report any variances to the Business Sponsor
Sponsor & Stakeholder Meetings
§  Participate in executive stakeholder meetings.  Document decisions made and action items that resulted from the meeting
§  Lead resolution of all action items from executive stakeholder meetings
Project Team Member Oversight
§  Team with IT Sponsor to provide project oversight to all IT project team members including resources both onshore and offshore
§  Work with PM from service consultant to provide overall project coordination and direction
§  Resolves priority, work approach or interpersonal conflicts within the project team.
§  Review progress and provide assistance with any roadblocks, issues, etc.
§  Hold all team members accountable for generating their project deliverables
§  Provide day to day oversight and management of the detailed team work plans that are rolled up into the overall master project work plan
§    Monitor adherence to project delivery process (methodology standards)
Miscellaneous
§  Other duties as assigned
§  Travels periodically as required

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Lead all technical documentation for project.  Prepare project plans, schedules, and lead technical resources to assure objectives are met on time and within cost
-         Demonstrated ability to manage multiple, parallel projects. Experience with overall project responsibility for large scale projects (i.e. $1M+), 10+ project team members with multiple sub projects and project managers/leads
-         Sizes solution(s) in terms of IT resources and capital using a cost estimation model such as function points
-         Experience working within a Project Management Office; possesses a thorough understanding of the PMO methodology
-         Expert in project management discipline, project management tools and analysis.  Experience managing project plans for projects according to established methodology (e.g., utilizing PMBOK and CMM guidelines)
-         Strong project management skills including analysis, planning, execution and control.
-         Experience in effectively recommending and successfully implementing appropriate business process improvement plans including utilization of business process modeling and business process flow techniques
-         Demonstrated track record of successful project delivery within budget, schedule, scope and quality.
-         Demonstrated ability to analyze business/project needs and determine priorities
-         Proven ability to successfully drive change within an organization
-         Strong analytical and team-based problem solving skills
-         Ability to interact effectively with staff at different levels of the company, as well as with external vendors, consultants, project managers and customers
-         Strong oral, written, and interpersonal communication skills
-         Demonstrated ability to manage conflict resolution at all levels within an organization
-         Proficiency with Microsoft Project or similar project management toolset

QUALIFICATION STANDARDS
-         Four-year college degree in business, information systems, or a related field or equivalent work experience
-         7+ years of project/program management experience

PREFERRED QUALIFICATIONS
-         Vast management and experience in: Healthcare industry, Telecom, Data Architecture, Infrastructure and Application Development
-         Strong Familiarity/experience and working knowledge of EDI transactional processes as they relate to healthcare
-         Documents deployment model and implementation plan.  Updates Enterprise Architecture to reflect newly deployed artifacts
-         2+ years' experience in a technical analyst or development role with progressive increases in leadership roles/responsibilities
-         2+ years business analyst experience
-         CMM
-         PMP Certification
-         Six Sigma Experience
