Duties and Responsibilities
·
The APCD contains over 500 data elements which are currently being
reviewed for data quality. The chosen individuals will run queries on
individual data elements within a file, combinations of data elements within a
file and/or across multiple files to measure completeness and accuracy of the
submitted data. For example, the Medical Claims file contains over
140 data elements and currently contains over 1 billion records of claim lines
for all years. The challenge is to query the transaction-level data and
report on the quality of priority data elements before release.

Take on assignments from CHIA QA workload prioritized data
elements for successfully completing by June 2013 release of cleaned data using
data quality metrics in SQL (required) and SAS (desired) to assess
invalid and missing data in All Payer Claims Data;
·
Use CHIA and industry standard assessment algorithms specific to
each data element to determine completeness, uniformity, accuracy, consistency
and linkability of data;
·
Document limitations in data quality that jeopardize the ability
internal and external data analysts to maximize the utility of specific data
elements for intended research purposes;
·
Document the extent to which data fail to meet State
threshold reporting requirements;
·
Provide findings to inform reports needed for determining
corrective blacklisting for cleaning and compliance action for data submitters
and developing State QA Report Care;
·
Comply with CHIA data security requirements and assist in
identifying potential data security risks;
·
Work with CHIA QA and standardization analysts to complete State
Dictionary pages for each assigned data element;
Qualifications at Hire
·
Highly seasoned SQL Programmer (using
SQL 2012 or minimally 2008) with experience querying LARGE volumes (terabytes)
of data using and modeling data quality metrics for health data,
preferably medical claims, dental claims, and pharmacy claims data;
·
Experience working for a payer/insurer
highly desirable;
·
Demonstrated project execution
experience in big data cleaning delivering required daily analyses, queries,
and reports for internal analysis and system engineers. Chosen individual
must have experience writing SQL queries and stored procedures for large
volumes of data.
·
Experience working on data cleaning in
a deadline driven high security environment and complying with
time-sensitive data quality review plan;
·
Extensive experience in meticulous data
cleaning to eliminate all data errors based on internal and external standards
and experience in decision making to recommend QA refinements;
- Excellent interpersonal skills: verbal, written, and presentation;
- Excellent documentation skills.
