Knowledge on converting DB2 databases to Oracle is required. Core responsibilities will be managing daily operations related to multiple Oracle Database environments running on IBM AIX pSeries and Linux. Principal Functional Responsibilities:

·         Support multiple instances (Production, Test, QA and Development ) of Oracle databases

·         Create and review physical data models, coordinating data security restraints and actively supporting test plans/environments, benchmarks and statistics.

·         Improve the quality and reduce defects in all database environments and Application server environments by providing performance and tuning.

·         Perform backup and recovery procedures using RMAN.

·         Follow back up procedures to ensure the recoverability of all production data for operational and business continuation needs.

·         Provide Level 3 and Level 4 application database administration production support to resolve complex problems including on-call support 24/7 and closing of helpdesk tickets.

·         Coordinate with data security to provide appropriate security, SOX compliance and secondary authorization.

·         Communicate, manage and monitor production Service Level Agreements (SLA) with local and remote users.

·         Ensure sound database definitions, structures and documentation.

Knowledge/Skills/Abilities

·          Demonstrate proficiency in backup and recovery procedures using RMAN & TDP

Consultant Role/Responsibilities or Tasks on Project:

·         Planning and configuring databases for high availability and disaster recovery including clustering, replication and backup/restore processes.

·         Monitor and tune database and application procedures to provide/support a high availability service.

·         Work with the Development, Test, Conversion  and Performance Test teams to identify database related areas that needs improvements

·         Provide assistance with incident diagnosis, defect resolution, deployments, backup and restore.

Skills Required:

The candidate must be aware of configuration management concepts like source control, versioning  and standard configuration management processes.

The candidate must be able to setup folder structure as per design and maintain them. Advanced concepts like Labels, Branching and Merging will be an advantage.

The candidate must have be able to write SQL Code such as

- Stored procedures, functions, triggers, views etc.

- Must be well versed with Data Definition Language (DDL), Data Manipulation Language (DML) and Transaction Control Language (TCL)

- Must have be able to look at already written code and trouble shoot if necessary

- Must be able to come up with the most optimal Database Code solution for a given requirement

The Candidate must be able to review code and suggest best practices.

Must be able to debug complex code and trouble shoot complex problems.  

The Candidate must be hands on with Standard Database Administration tasks such as

- Backups, Restores

- Database creation/Maintenance/security

- User creation/ Maintenance/ Security, Roles etc.

- Troubleshooting administration problems

·         The APCD contains over 500 data elements which are currently being reviewed for data quality.  The chosen individuals will run queries on individual data elements within a file, combinations of data elements within a file and/or across multiple files to measure completeness and accuracy of the submitted data.   For example, the Medical Claims file contains over 140 data elements and currently contains over 1 billion records of claim lines for all years.  The challenge is to query the transaction-level data and report on the quality of priority data elements before release.

·         Take on assignments from CHIA QA workload prioritized data elements for successfully completing by June 2013 release of cleaned data using data quality metrics in SQL (required) and SAS (desired) to assess invalid and missing data in All Payer Claims Data;

·         Use CHIA and industry standard assessment algorithms specific to each data element to determine completeness, uniformity, accuracy, consistency and linkability of data;

·         Document limitations in data quality that jeopardize the ability internal and external data analysts to maximize the utility of specific data elements for intended research purposes;

·         Document the extent to which data fail to meet State threshold reporting requirements;

·         Provide findings to inform reports needed for determining corrective blacklisting for cleaning and compliance action for data submitters and developing State QA Report Care;

·         Comply with CHIA data security requirements and assist in identifying potential data security risks;

·         Work with CHIA QA and standardization analysts to complete State Dictionary pages for each assigned data element;

Qualifications at Hire

·         Highly seasoned SQL Programmer (using SQL 2012 or minimally 2008) with experience querying LARGE volumes (terabytes) of data using and modeling data quality metrics for health data, preferably medical claims, dental claims, and pharmacy claims data;

·         Experience working for a payer/insurer highly desirable;

·         Demonstrated project execution experience in big data cleaning delivering required daily analyses, queries, and reports for internal analysis and system engineers.  Chosen individual must have experience writing SQL queries and stored procedures for large volumes of data.

·         Experience working on data cleaning in a deadline driven high security environment and complying with time-sensitive data quality review plan;

·         Extensive experience in meticulous data cleaning to eliminate all data errors based on internal and external standards and experience in decision making to recommend QA refinements;
