The Systems Analyst works in a Service-Oriented Architecture (SOA)-driven organizational framework and provides information systems expertise to support the technology base for State business operations. This role is responsible for identifying, understanding, documenting and conveying systems architecture enterprise-wide. The Systems Analyst will work with the Business Architecture team to extract systems and process data to determine needs for reengineered processes and will serve as a primary point of contact for system specifications, behaviors and technical requirements. The Systems Analyst will also partner with Business Analysts (BA) and Business Process Management (BPM) modelers to extract, define and document business rules. The

Systems Analyst will:

Identify, analyze and document systems to determine how functionality supports State requirements for business transactions and processes and ensure compliance; possess an in-depth knowledge of State operations and its corresponding systems to support those operations

Identify potential risks to system processes, functionality and data and create alternative solutions to either mitigate or remove system threats

Communicate regularly with State Enterprise Architecture (EA) and engineering teams and key personnel across the project to understand technical and non-technical requirements and assist with specifying overall system requirements

Ensure fulfillment and adherence to system requirements by tracking system development and providing proper guidance to coding, testing and development team members Work with software developers and other end-users to ensure technical compatibility and support of the system requirements and technical specifications; interpret vendor specifications and determine impact on existing applications and processes

Work with testing teams to ensure a complete understanding of the

system requirements and to validate system testing

Translate client requirements into concise, highly technical specifications and serve as a technical resource to explain the requirements in technical and non-technical settings

Determine and test potential solutions for technical compatibility and alignment with technical and business requirements; interact with BPM modelers, designers and solutions architects to suggest possible software interfaces

Create and maintain current system flows, analysis documents and documentation as needed

Validate proper implementation of a new system and provide updates to system documentation and training materials as needed

Develop and maintain all project documentation related to testing and methodology

Work with other Analysts and end users to translate business requirements into test requirements

Provide timely project reporting/feedback to management at regular intervals

Maintain industry/technical knowledge base and facilitate/maintain industry relationships

Demonstrate commitment to providing customer-focused quality service

Support assigned systems with on-call availability and respond within agreed upon timeframes

Perform other duties as deemed relevant based upon experience to fulfill customer needs

Required Experience:

Five (5) or more years of demonstrated experience systems analysis, information systems, software development or other work related to the duties of the position

Proven understanding of application architecture governance and relational database structures and the ability to use reporting/querying tools and construct SQL statements

Demonstrated experience with cross-team collaboration, guiding technical staff and engaging various project stakeholder audiences on medium to large scale IT projects

Excellent oral and written communication skills and the ability to clearly articulate to all project members and stakeholders; must be a team player who works well with technical and non-technical resources

Preferred Experience:

Healthcare industry background

Experience working in an SOA framework

Demonstrated ability to communicate at different levels of the organization
